Following the European elections, the election for the Presidency of the
European Commission was held. Ursula von der Leyen was elected with a
Ursula von der Leyen was elected with a strong majority of 401 votes out of 719 MEPs. The new
Commission President is therefore also the old one.
What majorities did she mobilize for this and what does this mean for the
for the Green Deal and CBAM?
Support from the Greens
The fact that Ursula von der Leyen was ultimately supported by such a broad majority is primarily due to the Greens. They have somewhat surprisingly backed von der Leyen by a majority and thus gave her not only for the close exchange of views on the content of the in developing the political guidelines for the upcoming presidency, but also for the ambitious Green Deal.
The _Clean Industrial Plan
The new political guidelines are summarized under the term Clean
Industrial Plan. They have been developed in the light of the prosperity
and competitiveness of the European Union.
As already stated after the European elections, the signs are changing here
away from climate protection as the top priority.
The new plan provides for planning certainty and simpler regulations
bureaucratization is planned. There will be fewer reporting obligations and more
innovation. This is to be ensured through faster access to
funding and an expansion of competencies.
However, the focus also remains on robust supply chains.
The Clean Industrial Green Deal
With the new political guidelines, the President of the Commission guidelines is not a U-turn. Rather, the objectives of the Green Deal are being pursued. The European Union continues to aim to reduce to cut 90% of its greenhouse gas emissions by 2040 compared to 1990. by 2040. Funding is also to be made available primarily for new, green technologies. In addition, the expansion of competencies relates to those that drive the transformation of the climate-neutral economy.
The goals of the previous presidency will therefore continue to be are still being pursued, but this is now to be done in a more pragmatic way. Also Germany's oft-cited openness to technology is also emphasized in the new program.
The implications for CBAM
Ultimately, the new political guidelines confirm my classification after the European elections. The President of the Commission continues to pursue her ambitious goal of leading the European Union to climate neutrality. neutrality. To achieve this, she is now relying on new political majorities and thus new paths.
However, this does not change anything for CBAM. Although the emissions trading system may currently appear to be purely a reporting obligation a mere reporting obligation. However, this is a competition a competition policy measure, a pricing instrument. This fits seamlessly into the Clean Industrial Plan.
Especially as the role of international trade in the green transition is also emphasized here under the international trade for the green transition is emphasized. The The pricing of CO2 in the supply chain will therefore be an issue that will will continue to accompany us.
